Program in Focus

The Office on Women's Health (OWH) coordinates the efforts of the U.S. Department of Health and Human Services (HHS) agencies and offices involved in women's health. Established in 1991 within the HHS, the OWH works to improve the health and well-being of women and girls in the United States through its innovative programs, by educating health professionals, and motivating behavior change in consumers through the dissemination of health information. This working paper explores the impact of employment status changes on insurance coverage for rural versus urban workers, and the underlying factors behind any differences. It provides important information about the health insurance coverage challenges faced by rural workers and helps identify potential opportunities for implementing the Patient Protection and Affordable Care Act to increase employer-based offerings and coverage for individuals without access to insurance through an employer. This report investigates the association between air and water chemical releases from facilities monitored through the Toxics Release Inventory (TRI) program and age-adjusted mortality rates nationally at the county level for both rural and urban populations. It examined the TRI air and water releases from 1988-2006 and population mortality rates from 1999-2006 for cancer, respiratory, cardiovascular and total causes; presents findings important for working class communities, minorities, and disadvantaged groups; and provides suggestions for improving health and preventing exposure to toxic emissions.
